Tracy Whitelaw is a technology executive, founder and speaker with more than twenty years across government, critical infrastructure, major events and emerging technology. She is Chief Digital Officer at the Local Government Association of Queensland, where she leads digital, data, technology and innovation and works with 77 councils on AI, cyber and transformation. She is also co-founder and CEO of HavenXR, an Australian immersive entertainment studio. Tracy began working on conversational AI in 2007 at a startup later acquired by IBM, was one of the first social media specialists in Australian local government, and built the digital function for the Gold Coast 2018 Commonwealth Games from one person to a team of twelve. She holds an MBA and is a graduate of the AICD. She was Women in Digital Executive Leader of the Year in 2021 and iTnews Government Technology Leader of the Year in 2026. Scottish by birth, she lives on the Gold Coast.
